I need so help. I have a 1993 mercury 40 hp. After removing the prop and spacer their is a plastic ring with tabs. I have lifted the locking tab and still can not turn the ring. It has and arrow and says off but will not move. I have all ready broken some of the tabs. Is there a trick to...
