    1978 35hp Evinrude idles too high

    I picked up a 35hp evinrude. The problem is it starts fine, pumps great water, maintains fuel bulb pressure but will not idle below 1800 RPMs. I set the throttle stop as low as it will go and the throttle butterfly is closed. I just put on a new power pack but don't think that is the problem...
