    76 johnson need help

    I have a 76 johnson 70 hp it idles fine. When it is out of the water with the muffs onit it it revs fine. When it is in the water it dies when you try to put it gear. Im lost I'm thinking it is a fuel issue but i am not sure can anyone help me?
