    The fact that you are getting higher voltage then usual, speaks to a diode shorted and allowing straight AC spikes through.     Without being there and taking measurements, I would say you may have a rectifier that is bad. Looks like one of the diodes, or more, are bad and allowing AC to come through to the meter, mixed with the DC. I would take the rectifier and do a really good test on it to verify that idea. JMHO...

    Running wires under hull

    I have no idea what your layout looks like. But if you can pull one wire out, like talked about above, make sure you pull a heavy wire or rope along with it. And then maybe you could pull a flexible PVC type pipe back in so you could easily slide in other wires. Just and idea.
