I have 120-125psig on all 3 cylinders so motor the motor is good, if the VRO has failed it did so not long ago. Im going to mix a half tank at 50:1 and keep the VRO hooked up and see if the oil tank goes down.
The oil tank is full but it definitely has something to do with the VRO system because when I disconnect the tank sensor and the 3 wire plug the alarm stops. If I hook up either separately the alarm comes on.

I finally got around to inspecting the starter, looks like it needs a new pinion / Bendix gear. The inside bushing is worn and falling apart. Anyone know where I can get a replacement, Im running into dead ends.
Thanks for the reply, Im 99% sure its internal in the starter because when I turn the key sometimes you just hear a "zing" sound and the starter gear does spin but will not raise to engage the flywheel. A little tap on the starter shaft gets her going. Maybe a flat spot or a weak solenoid ...
