    Jumping 25hp Mariner Outboard

    I have a 1993, 25hp, Mariner tiller outboard. The problem is that when it's idling (in neutral) it jumps quite a bit although it never stalls. I replaced the plugs thinking that they were the problem but there was no change. Any suggestions? Should I try replacing the fuel filter next?

    I'm considering putting my 9.9 on Ebay but have never shipped anything that big. Any advice on how to package it? Who to use (i.e. UPS)? Is there a flat shipping rate I can use?
