evinrude sportwin 9722 throttle handle

The throttle handle on my motor only turns a little past start but doesn't turn to fast is this normal or do I need to adjust something if so what?

I have a question I bought an evinrude sportwin 9722 m and I don't have a fuel tank for it what type of fuel tank does it need to be. pressurized?

Goodyear oil type

I do not have enough money for a handbook for my 1951 5hp gale Goodyear motor. I need to clean the bottom portion of my outboard motor but I don't know what type of oil it uses and how to pour it in and out.
