Thanks I assume there is no way of unseizing the valve? I have attached a pic of the actuator. Not sure where the valve could be in the starboard side of the actuator?

Does anybody know where pipe no 49 in the red circle is supposed to go or what its ment to be attached to i have a 1983 70hp evinrude and it never had the pipe on it. Just wondering if its doing any harm to the engine running it without it ???
I have a 1983 70hp evinrude I am having problems with power down low as far as I know this outboard has no adjusment on the carbs and was wondering if it is possible to put the later style carbs on that have adjustment so i might be able to get more power down low
