i have a brand new optima battery, and the original starter in a 92 mercruiser 350 and it doesnt seem to turn the motor fast enough to wanna crank the motor. should the starter be replaced or should i look else where

wel li have a 92 direct drive ski boat, and its a solid work out turnung the wheel. any suggestions if i change out the cable? and its a 22ft boat any idea on how long of a cable to replace it with.
