late 90's evinrude 8 hp for a small inflatable boat type deal. test ran the engine...ran fine and great, idled a little low so i took off the engine cover and turned the idle up with one screw, 5 min job...and i was done. went to test run it again...pull cord is stuck in place, wont pull out...
