Yes it's filled with foam but it can easily be removed to make extra storage. I used the blade of a bow saw and just sawed up and down all the way around the perimeter and pulled out the foam in big chunks. It's the same size as the hatch in front of the console.
I believe the tag says 6 people (weight unreadable on mine) and max H.P. of 175 but I've seen 200 on several others. I have a Johnson 115 on mine and it's ok/ adequate not a spend demon.
After 20 monthstainless mine is pretty much done. Good luck with yours.
Mine had a through hull transducer installed in there but it's really just a storage area. The bilge pump is further back accessible through the round hatches
The foam in the stringers was not waterlogged and the transom seemed solid (banged the hell out of it with a rubber mallet and it sounded dense as it should)
