First, check your set up and make sure your motor is mounted with a neutral or negative trim and the AV plate is even with the bottom.
If that's OK, it sounds like it might be the prop hub slipping; in which case new props are available here for like $66 for a Solas...

All these 8 hp are pin drive through 2005.

It's a 28 ft Bayliner Contessa; something like this one.
The prop's hub can work fine at lower power settings; and start slipping as the load increases. It would cause the rpm to increase while speed does not.
Since your boat's dry weight is a little over 8000...

Sorry; 16 ft versus 14 ft does make make all the difference in the world. The Doel fin would work just as well on a 16 ft jon boat. It'll solve his problem for; what, $37.....HELL YES!
