I turned them all the way in then turned each about 1/2 to 3/4 of a turn out and then tried adjusting them after the motor is running to try and smooth it out but it usually stalled out when I did that.

Thanks for all the replies. I was torquing the flywheel at 40 ft. lbs. I took a closer look at the flywheel and thought the inside was a bit scored. I attached pictures of it. Can you tell if this is a problem?

I did replace that carbon ring and the O ring that goes inside it. That part number matched up and fits.
