Thanks for the tip on the springs. It looks like they're only $6, I'll go ahead and replace them. Full model # E115FSLSDS. I used the Evinrude Diagnostics software. Fault code 22.

I have a new to me 1995 Parker 1700 with an Evinrude E115FSL on it. I got it from the government (ex EPA boat), so it only has 409 hrs on it. It took about 2 yrs to get the paperwork cleared up on it, so during that time I'd test ran it with a hose hooked up to the drain port, per the owners...
