Started up my '89 merc 25 hp sitting in a garbage can full of water and found that no water is spitting from the discharge. Is this likely the water pump? s/n is 0B390225 if that helps. What are the details for changing and what is a reasonable price for a new pump?

Everything i've read suggests the motor is a 1989, but manual says for 1994 and newer.
