i am in the process of building a boat.and bought a 1979 evenrude 35 hp. the shift lever is pointing straight up so i assume it is neutral but i cannot get it to move. also, i cannot move the flywheel. supposedly the motor was in working order when i purchased it. is there something i'm missing...
