The voltage is recieved from the lightning coil, should it put out 12 volt the moment the engine is started?

It’s getting 6-7 volt DC in idle.
I unpluged the thermal heater, and measured direct on the cables leading to the thermal heater with a voltmeter, while the engine is idling.
Just measured again today, it’s only getting 6-7 volts, should it be getting 12 v all the time?
and how must resistance should there be over the thermal heater in proberly working condition?
How long will it take the thermal heater do move the plunger?
the choke solenoid works fine, when starting.
but after 5 mins the plunger have not moved at all
Maybe the thermal switch which is connected to the choke solenoid, will disable the solenoid function in case the engine is already warm/hot at startup?
So after having a look on the linkage, it’s not hanging up. And after some search trying to find out how the fuel enrichment system works, i think it maybe could be the prime starter assy?

Also the trouble im having, is when in neutral the engine is slowly increasing the rpm by itself. Im thinking the fuel emrichment system to do this somehow ?
