All are designed to prevent fuel from being dumped into the bilge. Carbs must be designed so no fuel seeps out of the ccarb via the throttle shafts. Float bowl vents also have direct spillage away from the bilge. Mechanical fuel pumps will catch any fuel that gets thru a leaky diaphram and send to the carb instead of letting it drip into the bilge. Same thing with starters, altnators, and distributors, all are designed to prevent any gas fumes from getting inside or sparks from getting inside. Using auto parts in a boat is unsafe and againt USCG rules, in other words Illegal.

thanks for the info, just found some on the internet about the j yubes on the carbs, and about the pumps, thanks for your time, i am new to boats, just bought one that needs work, and was trying to get info on things, thanks again
