1999 50HP Evinrude won't idle and will only run at half throttle 2000 RPM. Doesn't run smooth.<br />Plugs are new, Carbs. and fuel clean. <br />Low range in the power pack bad. How do I check it.

Sounds like its stuck in the S.L.O.W. feature. This usually occurs when the sensors have detcted an overheating issue I beleive, sometimes they fail and can give false signals also.
