Cool (pun intended)! Plug the holes and test just to make sure the pressure is the same. Then raise the motor. 1 change at a time is extremely important.

Instead of tapping the holes could I use something like 3M 5200 to temporary plug them to see if it helps and if its ok then go ahead and tap them?

You can. Just make sure the 5200 doesnt wad up behind the hole and cause a restriction.
