Spider and shaking above 22k rpm

So I got my boat fixed up, new risers and manifolds, engine coupler, all new plugs, new starter.
Took it out for a ride everything seemed good went to get moving and as soon as I go over 2200 rpm boat shakes seriously, and it sounds like it's choking itself out. Almost as if the carb is dirty, Or bad gas? Maybe wrong pitch on prop?
Any ideas would be great.

how old is the gas?
have you tested fuel pressure?
have you done a compression test?
did you align the motor when you re-installed it?

Gas 1 month old, no, no idea how, no, mechanic did all work listed above. I can't afford to pay him more :)

Ok update..
Took it out today again. Was able to go to 3k rpm. Overheated, flame arrestor has water n gas inside, carb has water on top screw, oil is clean but overfull by a quart or so... Ideas?

Ayuh,..... Pump a quart off the bottom of the base, 'n figure out where the water is comin' from,.....

If you have a 4BBL, when water intrusion corrected, check secondaries and throttle operation at wot.
