Well, I spoke too soon. I need to stop getting my hopes up. I tried to blow through the siphon valve and it seemed pretty hard to blow through. I thought it'd be easier. So I thought that was the problem. I blamed it on the thread tape. I went and got a new one, tried blowing through it and realized it was the same and that's how it's supposed to be. The people at west marine looked at mine and said it's probably fine. I put the new one on and also I rebuilt the carb to absolute perfection even though I was 99% sure there was nothing wrong with it. I soaked it for 24 hours, blew through it with the air compressor, and built it all and measured everything to extreme precision. Installed it, and adjusted the idle. I also blew into the tube coming out of the gas tank, that the pickup screen is on. To clear anything that might have been stuck to it. It was fine. Went for a test run today. Same thing. Doesn't go beyond 2200-2400rpm.
At this point, everything in the fuel system has been done twice. It can't be the fuel system. It has to be the ignition system. What in the ignition system would cause this??? Plugs, wires, cap, rotor, ignition coil, and timing have all been done.
P.S. I believe the issue with the fouled plugs is because I noticed while watching the carb rebuild video that he instructs to turn out the fuel mixture screw 2 turns. But there was a service bulletin released that says to do 1.25 turns out. The more outward, the richer the mixture. I believe I probably did 2 turns originally when I built it while watching that video. The fine tuning on the mixture screw was never done. This time, I did it to 1.25.
