1989 9.9hp Evinrude

Hello - motor has been sitting for 6 years. Put in new plugs cleaned fuel filter at fuel pump. Motor starts but will not go above idle. Where do I go from here?

Remove the carb and overhaul it. Install a new water pump, at least the impeller. It would be a good idea to check compression and spark also.
