Q4 SS Trim Question

I just bought a new 2009 Tahoe Q4 and haven't put in the water yet, but I was checking out the options in my driveway today and I trimmed the motor down just fine, but when I went to trim it up it only goes halfway back up. Also the trim guage only reads halfway down when the drive is fully down. Does the motor have to be running for the trim to go all the way up?

It goes half way up... then push the button in harder and it will move all the way up... do this with the motor on or off!
