During troubleshooting, what are you guys using to measure true RPM. We all know that 20 yr old guages can be quite a bit off.

If you're looking for supreme accuracy then you need to buy a really expensive shop tacho or, as I have done, go to an electronics shop and buy a tacho kit and build it up. It uses a white line painted on the pulley. I use it to check the accuracy of the dash tacho and then just use that....

Or just buy one of these... http://www.jaycar.com.au/ShowLargephoto.asp?id=8622&PRODNAME=Digital%20Tachometer&IMAGE=

I have a Mac tools multimeter (branded Mac, but its an Extech). It came with a tach pickup.

you just clip it on any plug wire, set it for 2 stroke or 4 stroke and number of cyls

For testing/adjusting purposes, I use my digital timing light.

I need to find me a Shop Tach, that can be read from the helm, as well as under the hatch....

Keep your eye on the timing mark and start counting!

I use something like these Dell/Tach Meters . Pretty simple, works well, and mine is more than 20 years old. Craftman brand.
