Tilt and Trim Problem

I'm new to boating but I have a 40hp Mariner Magnum that the trim control isn't working. I have tried both engine mounted trim control and the throttle control and niether seems to be working. I can't tell if I hear anything when I hit the buttons so I don't know if it is getting any power. Battery is good, just recently charged and checked and it did work just a week ago. I don't know what the serial number is (can't find it anywhere on the motor). Fuze looks good, but I may change it anyway. Any suggestions?

is it a solenoid controled system if so try bypassing the solenoids with a jumper wire if it works test wiring to the solenoids and replace if necessary
