81 Evinrude will not return to idle

I have a

SN j0002331
1981 electric start-rope 20 inch shaft

That I cannot get to return to idle. It acts as if the cable need adjusted, which is no problem, the question is it appears that if I adjust the cable the spark advance will also need adjusted. Is that the case, and if so how to you reset the timing.

You do not reset the timing. Adjusting the throttle cable simply lowers the throttle setting and retards the timing at the same time which is normal.

Now, as you advance the throttle, the timing automatically advances wih it.
