new tohatsu 18 does not like idling

my new 18hp tohatsu had its 10 hour first service about 3 hours ago now while downrigging at idle speed in forward gear i travel around 500 meters than when i throttle up the motor coughs and splatters before slowly clearing up and revving smooth what could be going on here? i dont want to have to invest in a smaller motor just to downrigg

Take it into a dealer and have them check the CD module and check your fuel system.
