1985 Johnson 15hp not pumping fuel or water

Hi. I have just aquired a 1985 johnson seahorse 15hp. It hasn't been used in a few years. I have cleaned out the carb, replaced the spark plugs and fuel lines. After I prime the engine it starts and idles fine but it is not pumping fuel into the carb. Once the primed fuel runs out the engine dies. Do I need to replace the fuel pump?
Also, there is no water running out of the pee hole when I use the flush muffs. Should the water come out of the pee hole straight away or does it take some time. I have a feeling that I need a new water pump and impeller.

Should pump water right away, do the pump just as a precaution. As for fuel, pump the bowl to get it to start. Grab a jerry can and disconnect the line going to the carb and then start the motor. You will see gas pumping if the pump is working, no gas either put a kit in it the pump or replace (its a money thing). Make sure the tank is venting and the arrow on the fuel bulb is pointing in the right direction.

Any unknown motor should have at least a basic health check before putting into service....and without doubt a water pump service and the lower unit oil changed.
