What is maximum RPM for 1999 ox66 250hp?

I'm trying to get an understand at what point the RPM limiter would engage on this engine. It runs great up to 5600 rpm at 3/4 throttle but anything above that it dies off. Is it the rpm limiter engaging?

I think that the engine redlines at 5500 and the rev limiter kicks in at 6000. The rev limiter will not shut the engine off completely.

Actually it doesn't die off completely but looses RPM to about 5K. I wonder if the fact that I'm only at 3/4 throttle at 5600 has anything to do with it? Specifically then the position of the throttle position sensor relative to RPM.

that engine should be prop'd to run at 53-55k rpms.
Have you checked fuel pressure while running?

Is your O2 sensor in spec and RAPIDLY fluctuating between .3-.6v?

You also need to reprop if you hit 5500 at 3/4 throttle. The RPM drop is probably related to a fuel issue. VST filter is my guess, but I had a similar problem fixed by replacing O2 sensor.
