WOT range on 1995, 30 HP motor?

I've got a 1995, 30 horse Evinrude, Model E30TELEOB. I've misplaced my owners manual and need to know the WOT range. Can someone here help me?

Is that the upper limit? If so, what is the lower limit?

I have a 1989 20 hp. The range for that motor is 4500-5500 rpms. I understand that the recommendation now is for a motor to be prop'ed so that it runs near the upper end of the rpm rating under a normal load.
