Warning horn/Temperature switch issue

Hello, new to the forums and new boat owner! I have a 1997 evinrude 40 hp which runs awesome....my engine is equipped with the warning horn and also the warning gauge for Low oil, no oil, overheat, and check engine. When I turn on the ignition or start the engine the horn beeps once like it should but then I get a long beep for about 20 seconds and the warning light for overheat comes on. The motor is compleatly cold so i know it's not overheating, so I took out the temperature switch and tested it with an ohm meter and do not have continuity...so I dont think switch is bad cause when it overheats the switch compleates the circut correct? Any help would be appriciated Thanks!

VRO is disconected if that could be an issue

is the vro pump, and tank unpluged?

low oil alarm is a beep every 30 seconds. beep......................beep...................

no oil alarm is a beep every 1/2 second or so.beep,beep,beep

overheat and fuel restriction alarm is a constant beep.beeeeeeeeeeeeeeeeeeeeeep

The oil tank is unplugged but the VRO is not yet so I get an initial beep for about 20 seconds a little while after I start it and the no oil light comes on, im not worried about that one because I do premix.
The Light and beep I cannot figure out is the warning light for Water temp comes on initially after I start the motor and stays on, then I get a beep from that warning also for about 20 seconds. Weird thing is after those initial warning beeps it does not ever beep again untell the motor is restarted. Hope thats not too confusing? Thanks in advance again!

Disconected plug to VRO this morning, the only warning beep I am getting now is the water temp beep for about 20 seconds with a cold engine and water temp warning light comes on immediatly and stays on.....any suggestions?
