9.9 mariner slipping

The bushing in the propeller on my 9.9 mariner failed while at the lake so i bought a new propeller and now the boat surges. It'll run fine for a few minutes but then it will act as if the propeller is spinning on the shaft for a sceond then reingage. the engine revs up for the second then bogs back down again. It did this the entire day no matter what speed you traveled at.

THis is just a guess but did you get the thrust hub on correctly?
