Ditto tashasdaddy

Try doing a decarb through the carb when running, and through the plug holes when stopped. Get the offending cylinder near or at TDC and give it a good drink of sea foam or other decarb.

Pray for something as simple as a stuck ring :)

Have you swapped plugs?
Top crank seal leaking?
Reeds stuck?

How do you know that no gas is getting to the top cylinder?

rings aren't stuck if you are getting 130psi on each cylinder.

Is it possible that the top cyl is not dry, but the bottom one is too wet, maybe caused by a leaking fuel pump, and you have compensated by adjusting low speed screw?
