Volvo SX out drive won't go all the way down

I have a 1999 Regal with 4.3 V-6 and the outdrive will go up and down fine, except when it gets about1 inch from all the way down and it just stops. I can wait and hit the switch again and it will move just a little. I continue this over several times and it finally gets all the way down. It does this with both the throttle and trailor switch. Any ideas?

Take the cap off the trim pump reserevoir and see if there is a red plug under it. If there is, remove it and see if it works.

It's a shipping plug to keep fluid from leaking out. Should have been removed when it was installed in the boat.

No red plug.

What's the full model number of your engine? Need all the letters after the 4.3.
Do you have the black box on the transom with the flashing lights?
