Where is this oil coming from?

Hello All,
The outboard is a 1999 250 EFI and I am trying to trouble shoot this leak.
All of a sudden I see oil dripping from this spot. It looks like it is coming from between the propeller and the lower unit.
Where could this be coming from?
Where should I look to fix it?
Also why is the fin doing that, peeling like that?

Could just be from the motor running rich but to be sure pull the prop and check for fishing line wrapped around prop shaft. If there is any you may have a bad seal. Also drain a little oil from the lower unit and check for water. If a seal is letting oil out it can also let water in.

The lower end is peeling because of electrolosys, you should have a zinc on your outboard that acts as a sacrificial anode, it will get eaten instead of your engine. Sometimes people paint the zinc by mistake and that stops it from working. The zinc could be missing altogether.

The oil just looks like exhaust oil, had you just run the engine?

if the oil you see "smells"like gas you got no problems,if it "tastes" like gas ya shouldnt be tasting it in the first place ya big galout.

Ok thank you everyone for the suggestions.
If I am running rich, what should I do to trouble shoot?
I have already aligned the oil pump to the correct marks.
