1985 140hp carb problems

I have a 1985 140hp, I was going over the engine to make sure that every thing looked good before it goes out for its first voyage of the year. And I noticed that one of the carb draine plugs was loose, tried to tighten it, it will not tighten or come out

HELP Please

remove carb, then find out which is stripped, bowl or bolt.

Most likely the bowl from my findings with mine.
Just my 2 cents though.
