Leaking fuel when motor is tilted

I have a 1977 Johnson 150 and noticed that a lot of fuel leaks from the carburetors when it is raised to the tilted position. It pools in the bottom of the lower cowling and then is released when the motor is lowered, creating an oil slick at the landing.

It has always done this and the carbs have been rebuilt. If I think it is supposed to go into the small hose at he bottom of the intake plenum. Is there a valve on the crankcase or is it just an orifice that this hose connects to? Is there a way to check that it is working properly?

I would still think that your carb floats are not sealing off the flow properly.

disconnect fuel line when tilting, the carb are not longer level, so the float needle opens, and the carb overflow,

is this problem created over time or a normal condition
