Johnson Carburetor Leaking Gas from a hole

Hi guys new to the forum. I have always looked through these forums to get help with problems I've encountered without the need to register. This time I wasn't so lucky.

Anyhow I am having some issues with a buddy's outboard. I believe it is around a 1972 to 1974 9HP. The problem is my bud ran the boat out of gas and ever since could not get it running. We went through all the obvious things and got it partially running again, however there is a little hole on the top back side of the carburetor (see picture "arrow") directly behind the lead shot (#15 on diagram) that is leaking gas. Every time you squeeze the primer bulb it will pump out once the float bowl fills up. It will also squirt out when the motor is running. Anyone have any ideas on what would cause this?

The cause is a bad float and a flooded carb. Time to buy a kit.

Is that hole supposed to be open or should there be some type of cap, bearing or needle jet of some sort that closes and opens as it is required.

Also I did notice that the cork float was split on one side and it slightly brushes up against the float bowl. It would make sense that it would be the float cause when I took apart the carb I manually held the float in closed position and squeezed the primer bulb and no gas spit out. Obviously the carb was not fully assembled when I did this though.

The hole is supposed to be open.

The floats are sealed with shellac which dissolves in alcohol and allows them to become saturated and overweight over time. They need to be replaced fairly frequently.
