Mercury 9.9 hp not starting

Guys i have 1997 Mercury 9.9hp outboard.I bought this from some1 2 weeks ago.When i bought i tested and it was starting and working over there.When yesterday i went to lake to test out my other inboard ,tried this1 also but it didnt start.i tried chocking lots of time but didnt start.after hour tried starting at home my putting water container but still not starting.not sure what is problem.i have attached pic of motor.there is enough gas in the tank.let me know what to do.thank you

First your engine is a 9.8 not a 9.9 the to engine are completely different. Start by checking for spark, I think the problem is lack of fuel, make sure the bulb pumps up hard, check the choke function and if it don't start in a couple of pulls squirt some fuel mix into the carb and try starting it again, if it runs then the carb should be cleaned.

Guys here is the serial# 7136787 .Can some1 confirm the year of this motor.
i willl try to see if i can clean the carburettor.Can any1 tell me if it will be easy to do it my self.thank you

Good news.I tried starting my motor and it started.
i did lots of choke & i tight little the rpm screw on carburetor.
It is starting in 1 st pull.But some time as soon as it starts it run on high rpm.sometime when it starts it works like it is gona die soon.when i turn the throttle position to shift ,the rpm decreases and i can see motor running slow.but when i turn throttle all the way down to shift the motor stops.when motor is about to die i move throttle to fast and it runs on high rpm.also when it is running too much smoke is coming.is it normal.i tried playing with rpm screw but nothing worked out.can any1 tell me how to set that.
some time it wont start.i have to try more then 5 times and it will start.
i have recorded video.can some1 check out and tell me the solution.

thx.that is what it was coming in my mind.The carb looks easy to open.do you think i should be able to open and clean it.what products should i use to clean it.is there any where on any website where they have step by step to clean carb.let me know.thx for reply

You can use carburetor cleaner, just to be sure do a check at your fuel tank to verify is there is any water on it .
