1989 omc 3 ltr fouling plugs

My 3 litre omc keeps fouling plugs while trolling at 500to 100 rpm.I know it is running to rich and have adjusted the carb to specs.Put in a new carb kit but it still does it.could this be the jets in the carb?or the power valve?It used to troll all day no problem ,but this year it won't.Any ideas?:

your probably fouling plugs because your trolling all day....
go up 1 heat range on the plug and see what happens
(just watch out for hi rpm detonation and desieling on shutdown if you decide to go up a plug #)

It used to troll all day no problem ,but this year it won't.

If it Used to idle all day, without a Problem,...
And,.. Now there Is a Problem,....

I'd have to guess that you Screwed up the Rebuild..........
Or,...
The carb is soo far Gone,..... It's no longer Rebuildable.....
