It looks like a flanged hub with a keyway to go on some type of shaft.

thats what i figured ..i was cleaning out my granfathers shed (rip) and along with a million fishing poles and lures this turned up...i knew it had something to do with boats because he used to work on diesels..thanks..

That appears to have a rubber core. If so it looks like a drive shaft coupling, perhaps for connecting a prop shaft to a transmission output.

Could also be a stuffing box for inboard type motor. Picture of other side of flange might be useful.

Looks like a vibration dampener for the front of the crank shaft with some sort of bolt on attachment capability
