It isn't connected to anything and does not seem to do anything.

It used to be the timing link to advance the trigger ring under the flywheel. It should have another plastic piece on the other end and should connect the linkage tower with the lever on the timing ring that sticks out under the front of the flywheel. From the photo, I can't tell if the trigger lever is broken or if the other piece is still on it. If the other piece is still there, take both off and thread both pieces equally onto the threaded rod. The other piece needs a lock nut on the outside of it also. I think it is 10-32 thread. The rod is RH thread on one side and LH thread on the other. leave about a 3/8 to 1/2 inch gap between the plastic pieces then re-time the engine. As it stands now, it MAY start, or may not. If it does start, it will not accelerate and will stall when you give it throttle because timing will not advance. Timing should be 30 deg before TDC at wide open throttle and somewhere near 0 deg at idle. Important number is 30deg. search forum for instructions on how to synchronize linkage and set timing. Buy a Clymers Manual.

From the photo, it looks like you have quick connects on the ignition so it should be Prestolite ignition. There should be 2 CD boxes and 3 coils mounted on the plate above the fuel pump side of the engine. With this link loose like this, best to assume that the previous owner did not know what he was doing. Check water pump impeller, carb settings, and of course re-set timing before you try to start it. Spark plugs are Champion L20V.

Interesting... My motor starts like a champ (literally in a single stroke), does not die when accelerating hard, but I am very very very disappointed with the accelleration.

You are right, the previous owner did not take the best care of the boat. I already have a clymers manual and next time I have a chance I will see if I can thread that thing somewere, set the timing, and work on the carbs.

It turns out it is the inside plastic piece that is broke. The one that is really hard to get at. Any ideas how I can remove it so I can make a new piece?

No doubt about it! Its difficult. The screw that holds it on is recessed into the plastic and is a slotted head. Kinda makes you wonder "What the hell were they thinking?"

If you can't find a very short 90 degree screwdriver, bust off the rest of it, and carefully, so as to not groove the screw, use a pliers to break it free. Try a flat blade tip in a 1/4 inch racheting box end wrench.--Awkward, but do-able. Frustrating-- I'm sure you will end up saying your "prayers", damning it to hell, and invoking the name of the lord in vain.

Probably the easiest way though, is to bite the bullet and remove the flywheel, stator, and trigger assembly. Put the new part on the trigger assembly first then after re-installing the trigger assembly, install the other end. When you are satisfied that everything is correct, re-install the stator and flywheel.

Forgot to tell you: When you install the new one, the adjusting screw (the one that is doing nothing right now) goes behind the attaching screw (toward the crankshaft).

Not what you wanted to hear, I'm sure, but nothing ever comes easy.

The hardest part was getting the rest of the plastic off of the bolt type thing. After that everything went fairly smooth.
