Replacing port side cleat on deck boat

Got a FG hurricane deck boat. The port side docking cleat is broken and needs replacing. Trouble is the hatch to the bilge is on the starboard side and the bilge is not big enough to get inside. My arm is not long enough to reach inside the hatch and reach to the port side. How does one replace these cleats on the port side?

actually, if you try, most are just screwed into the fiberglass. and can be changed from the outside.
