fuel problem?

I just purchased a used 2001 Glastron with 57 hrs on it. It has a Volvo-Penta unit 220hp I/O. Day 1, It started right up and runs up to about 4500PRM fine. Above that, it cuts out a little. Also after running on a plane, when I then went to idle in coughed a little but never quit. History on the boat, I believe its being sitting since last season with 1/2 tank of gas in it.

Day 2 was the official day of proper renaming of the boat with old boating folklore. It started up and ran up to about 3500 rpms with no problem. When I backed off the throttle it quit and wouldn't start. It will fire, but then quit immediatly. One note, I did smell strong odor of gas while trying to restart without priming. We then got towed and no renaming ceremony could be done.

My question, do you think it is a water/fuel problem, stuck float problem or possibly both? My next step is to replace the fuel filter and drain the tank of the old fuel and check for water. Any suggestion would be greatly appreciated.

What is the full model number of your engine (Hp rating isn't much of a help) or if you don't have the full model number, how about an engine serial number?
