Tohatsu exhaust port?

I have a Tohatsu 3.5 hp. There is a tiny hole on the lower unit that has black oily fluid running out of it. Is this tiny little hole the exhaust? It is located on the left fron of the prop housing.

It's a drain for unburned fuel/oil.

Just above the propeller. And, midway down the exhaust leg.
