Tracker Deep Pro V17 has a channel the transom fits into. It is
1 1/4" thick. I was thinking on using 1/2" plywood epoxy resin'd together with fiberglass cloth sandwiched between the sheets. Then covering all sides with fiberglass cloth.

Is this overkill?

How thick is the fiberglass cloth? And if I did what I'm intending. Will that add up to my 1 1/4" thickness?

Overkill? Probably, but that's a good thing. It will outlast most of us if you seal the holes for the engine mount bolts and splashwell drains, trim channel screws, etc. Your layup will be close to 1 1/4", if a tad less, no problem. It will be more than strong enough. When I did mine, I glued together 3/4" & 1/2" ACX plywood, spar varnished 3 coats on the faces, 6 coats on the edges. Way better than the bare plywood from the factory.

Take 2 pieces of 3/4 exterior grade, glue together with tite-bond III.

Then hit with wood preservative (see Woodonglass threads for old-timers formula), install and go boating
