Yet another problem!!!! Freeze plug......

As i am awaiting my bellow replacement kit i decided to correct my firing order due to the p/o having it all a mess. I then discovered a freeze plug was completely blown out of the motor. I have never dealt with a freeze plug. I have found under the motor a rubber bushing with a nut and washer on it that fits perfectly in the hole. Is this something that is suppose to fix that problem? or someones attempt to half way a job? Can anyone give me advise on how hard and how to replace a freeze plug? Thanks.

The rubber plug is a temp fix, the core plugs can be installed with any suitable driver.
But it also appears that the manifold is cracked too, most likely from faulty winterizing
