Yamaha Wave Venture won't start or turn over

I have a 1998 Yamaha Wave Venture (although I think it might be a 1995 because the last two numbers in the serial number are 95). I bought it with no knowledge other than "not running". I bought a new battery. I charged it and connected it. When I press the start button the engine clicks and moves but wont turn over. Is this a starter problem? or is my impellor blade stuck?
