Yamaha water pump question

Doing the waterpump on a 1996 Yamaha SWS 250 and need to know where the washers above the impellor go. The Yamaha shop manual shows the washers(2 flat, one wavey) above the impellor but below the SS cartridge. The parts book shows the washers above the impellor and SS cartridge. I say the manual rules, anyone else have any suggestions ?

Assembly order:<br /><br />1. Drift-key and impeller<br />2. Washers - Flat, Wavey, Flat<br />3. Plastic collar<br />4. Metal cup that fits over plastic collar to retain it. Its press fit. When tapping down the metal collar, lift up on the main shaft.<br />5. Metal/SS housing, o-ring and plastic housing.<br />Be sure to turn main shaft in clockwise direction when seating impeller into housing.
